The challenge for Rosa Parks dress is trying to instill form into a very dark area with subtle variations.
Just filling in her dress with all the graphite needed to get it as dark as I want is going to take a while. I do this in stages.
First I put down a fairly dark layer of graphite being careful to keep the texture even. Then I use my finger and a brush to move that graphite into the tiny interstices of the paper. Lastly I will go back with a 10b or 12b graphite pencil and make the dark areas darker while building in as much form as possible.
